Background
E2E is a learning programme, funded by the Learning and Skills Council, for young people who are unready to enter Apprenticeship Programmes or other employment. It is designed to prepare them for progression to a range of employment, Work Based Learning and Further Education options. The programme is flexible and while not intended to be time-bound, in practise the average length of stay is around 22 weeks. The programme gives the young people the chance to develop personal effectiveness skills, to acquire Basic and Key Skills and vocational knowledge and skills. It should include working in the workplace.
Issues raised about E2E in the East of England include:
An expectation that young people will achieve specific outcomes in a short period of time; this may mean that some young people cannot access E2E because they lack the skills to achieve these outcomes in the timescales.
Lack of adequate funding and support.
Lack of flexibility over programme length.
Lack of progression routes.
